DR NERMINE G. EL SHIMY   is a development economist with over 16 years of experience across the MENA region. She has a proven track record in policy setting and strategy formulation; economic planning; design, establishment, and operation of zones of special economic nature (clusters, free zones and industrial parks); industrial development; industrial licensing, regulations and compliance; strategic communications and perception management; investment promotion; competitiveness; organizational development; and civil aviation.
Dr El Shimy started her career as an Economist with the Japan International Cooperation Agency – JICA. She was then appointed Chief Economist and Head of the local Economic Unit at the Embassy of the United States of America in Egypt. She worked extensively on the U.S.-Egypt bilateral relations including the Trade and Investment Framework Agreement (TIFA) and the Qualifying Industrial Zones (QIZ).
She was also the Project Manager for the ITC (WTO/UNCTAD) Trade Secrets - Egypt", the first guidebook in the MENA region dedicated for SME exporters..
  • 2004At the end of 2004, she relocated to the UAE and assumed her responsibilities as the Economic Advisor to the CEO of Jafza/Economic Zones World. She also participated at the formulation of the Dubai Strategic Plan 2007-2015, a task led then by the Dubai Executive Office.
  • 2007-2009
    In January 2007, Dr El Shimy was appointed the Executive Director for Economic and Regulatory Affairs at the Higher Corporation for Specialized Economic Zones (ZonesCorp), the Government’s agency responsible for industrial development in Abu Dhabi. She was responsible for the strategy and policy setting, strategic planning, licensing, regulations and inspection of the industrial sector in the emirate. She was also handling strategic communications for the CEO, as well as investors’ relations. In May 2009, she was seconded to Abu Dhabi Basic Industrial Corporation (ADBIC) as a Senior Advisor to the Chairman.

    Dr El Shimy was a member of the Abu Dhabi Economic Plan Steering Committee, which was responsible for the development of the emirate’s 5-year Economic Plan 2008-2012 in line with the 2030 vision. She also worked closely with the Executive Council on the Abu Dhabi Policy Agenda.

    In 2008, Dr El Shimy published an article in the Maghreb-Machrek magazine assessing the performance of zones of special economic nature in the UAE (free zones, industrial parks…)
  • 2010-2011In 2010, she joined the Abu Dhabi Islamic Bank as its Chief Economist providing insights on global outlooks. She developed a comprehensive online economic database for the bank.
    In 2011, capitalizing on her experience across the MENA region and leveraging the network of contacts she has built throughout the years, she decided to establish Global Connect – ME, a specialized project development and strategic advisory firm and became its CEO.
    Dr El Shimy is fluent in French, English and Arabic, as she grew up in Paris, France. She holds a BA in Economics, a MA in Political Economy, and a Ph.D. in Political Economy/International Trade. She is also currently finalizing a Doctorate Program at Université Paris VII / Paris Diderot in France with a specialization on the geography of economic development. Her thesis addresses globalization and new economic policies focusing on the economic development model of the UAE and its sustainability.
